Hai Tran serves as technical director for computing and telecommunications at the U.S. Government Accountability Office (GAO). Dr. Tran serves as an expert advisor and consultant to the U.S. Congress in the areas of wired and wireless networks, digital and optical computing technologies, digital signal processing, enterpise architecture and IT investment management, renewable energies, high-performance computers, export control, biometrics for border control, information security for national critical infrastructure, etc.
Dr. Tran has more than 20 years of experience in the area of telecommunications, signal processing, information technology and enterprise architecture management, both in federal research and development organizations and in private industry. He is also an associate adjunct professor in electrical engineering at the George Washington University. Dr. Tran holds 1 US patent in information network protocol and 2 pending applications.
Dr. Tran received a BA in Education and Linguistics from Hue University, Vietnam; BSEE from Catholic University, MSEE from MIT, and Ph.D. in electrical engineering and computer science from George Washington University in Washington, DC. In 1994, he co-founded the Vietnamese Association for Computing, Engineering Technology, and Science (VACETS) and was its president in 2003-2005.
